📍 Two phrases, two intents
Someone who types "web design Belgrade" is looking for someone nearby and often wants personal contact. Someone who types "web design Serbia" is usually comparing offers from across the country or looking for someone who works remotely. Google treats them as different searches, so different pages suit them.
⚖️ When to target a city
- Customers come from your city or area (a restaurant, a practice, a tradesperson).
- You need to show on the map and in local results.
- You have a real address or a clearly defined work area.
For that, a Google Business Profile and consistent data are key. See Local SEO Belgrade.
🌍 When to target the whole of Serbia
- The service is delivered remotely, such as web development or SEO.
- You sell products across the country (an online store).
- You do not need physical visits.
Then use phrases without a city and put the city on additional pages or in your company signature.

🧱 How to arrange them on the site
- One main page for the national phrase (for example "website development").
- A separate page for the city, only if you really work there, with unique text. See as an example website development in Belgrade and Serbia.
- Do not copy the same page changing only the city name. Google recognises it and does not reward it.
- Mark the work area in structured data and in the Google profile.
- Link the pages internally to show what is main and what is supplementary.
⚠️ Common mistakes
- Two pages target the same phrase and compete with each other.
- A city phrase on a page that never mentions the city in the text.
- Addresses and phones differ on the site and the profile.

🤝 How we do it
We start with keyword research, then decide which pages are needed and for whom. More in the web design section and in the article on finding keywords.
